Frames get repeated. I did count only 17 different frames per a random second, so the stuttering should be there on any device. On my 5'' Linux device it looks less distracting than on my 27'' PC screen. Ray Dagg isn't affected. Can you upload (a piece of) your source to check if that already has the issue?

I can confirm that the Get Back On The Roof file plays jumpy on both my iPad and new MacBook Pro.

Edit: I finally had a chance to try in on my Apple TV streaming from GDrive via Infuse. The Rooftop and street files still have the stutter, but as noted above, the Ray Dagg video plays fine.
