Best, in terms of sound quality or performance quality?

For example, I remember reading somewhere, sometime during the 1980s, that the 1966 shows from Japanese TV were some of the best sounding, but the Beatles didn't play very well because by that point, they couldn't hear themselves play, and they knew the audience couldn't really hear them over the sound of their own screams.

The live sweden Karlaplansstudion from 10/24/63 is as good as it gets. Great playing, great sound, just too short. It would be legendary if they had played 20 songs.

I always thought the She loves You on that live set sounds quite bad, a lot worse compared to the other 1963 Sweden concert, DROP IN. The She Loves You from DROP IN is ten times better

I'm quite partial to Lord Reith's 2018 update to "It's The Beatles, Liverpool Empire 1963". Sound balance problems notwithstanding, it's a good record of an entire gig from shortly after they'd come out of the package tour circuit. Also much better quality than on my old Youngblood vinyl boot from years back.
