Was this advertising the start of the song; or just the wrong year in the library perhaps, pure coincidence....

Possible Paul saw that and it stuck in his head, like the Eleanor Rigby thing, then unconsciously reappeared in 1969.

The film seems to have appeared in 1971. But we don't know when this scene was filmed, it might have been earlier.

However, the 'Let It Be' ad doesn't look like an Apple advertisement. There is no Apple. Also, the colour scheme of the real Apple ad was probably more like this:

Film includes this image. Last letter of registration plate is H - introduced 1969, so film is definitely not 1967...

from a reply by The London Transport Museum:

Regarding your doubt over the date, our volunteer also commented on this saying “Interestingly that information below the image claims a date of 1967. It can't possibly be prior to April 1970 when RM 1577 [the bus in the picture] was transferred to Middle Row where it would have worked on the 52. The location is the yard at Victoria Station.”

They had no 'copy' of the advert: "The Lower rears [advertising position on the bus] were not normally used for LT internal material so I would agree that it is a commercial advertisement". So it looks like The Beatles were first and then a 'copy cat'
