Why do you think Clapton wasn't a Wilbury?
Seems like a natural choice to me. Why do you suppose he wasn't included?

Based upon what we know about how the Wilburys came to be, two or three factors come to mind. One is Clapton apparently wasn't living in the LA area at the time. Another is that they really didn't need another guitarist, particularly for the kinds of songs they were doing which didn't lend themselves to long solos. Also, as far as I recall, only George really had a working relationship him.
