Does VAL 047 Paul at the Giants Stadium exist? I don't see it in the megaupload list. As I searched thru this website, I see comments that imply that it is not available here as VAL, but other manufacturers have released it.

Also I see that there are gaps in the VAL numbers. Does it mean that these don't exist and that the manufacturer just mis-numbered them or that they just weren't posted here before?

There is only one unreleased gap in VAL: VAL019. (in MC and PC there are many).
