Actually, that's the way it's "supposed" to sound. The track is called "Radio Play." They're playing with the radio dial, shutting it off and on.

In case anyone doesn't know, the material on the original Tobe Milo EP is a copy of the Aspen magazine flexi that came out in 1969.
