It's true, as recounted in Tune In, p1090. Decca offered them a derisory deal to put out a record by them, if Brian paid a fee. He wrote back declinining the offer. As Mark L says, "In the end, by definition, Decca didn’t turn down the Beatles. Brian Epstein rejected Decca."
