Found this on the front page of Reddit. No information about where or when. But you can see that Paul was still dyeing his hair then, and interestingly, Ringo isn't wearing shades and you can see his eyes!

good night, I did a search with the image and it is from April 2013, when Paul, Ringo and their wives went out for a dinner, there are more photos of that night out there.
According to the Daily Mail: Sir Paul McCartney and Ringo Starr enjoyed something of a Beatles reunion on Wednesday night as they headed out for dinner together at Cecconi's in Los Angeles.
