On the contrary, I hope we have to wait a long time for a Ringo plaque - houses are only eligible for blue plaques once the person has been dead at least 20 years.

Thank you for pointing that out. Now I must admit I wasn't aware of the 20 years dead rule. That should be recinded in favour for a outstanding contrubutions rule so people's birthplace can be honoured while they are still be alive to see it.

The 20 year rule is intended to ensure the person really is noteworthy enough, and not forgotten 20 years later.
It's also probably to guard against unpleasant information coming out after someone dies - which is why streets in the UK are rarely named after living people.
