When I play a video file on my PC, it looks great, but when I play it on my TV with Plex, it looks like everyone has extreme rosacea. I turned the color down on the TV, which helps some, but I wonder why this is happening and if I can fix it. I've included info from one of the problem files.Thanks.++

Try with a different tv, like by putting it on a usb stick and put that in the other tv. If it looks fine there too, it has to be the tv. If it looks just as rosacea faced it’s the file. Which I would reckon as less likely.

You're using the h265 video codec did you realise that? That is a very recent codec that may not be compatible with older devices.
Try using h264 instead.
