Roger Scott or John Barrett

what is a better audio quality ... the Roger Scott or John Barrett tapes? Are the tracks all the same length with slate calls and chat?

It really depends what you're interested in. Barrett went for more of the "finished but unreleased" kind of tracks and his tracks formed the basis for a lot more of the centerpieces of Anthology when it eventually happened. Scott's stuff is fascinating but it's definitely more archival than listening. You really do need both.
