I always thought that it was just random " ooohs and aaahs" and noises that you get from an audience who are either laughing, cheering etc at what they see

THE MYSTERY DEEPENS!
I've realised that the alternate intro to the Sgt Pepper Reprise on the mono album (obviously recorded at a different performance to the one on the stereo album) ALSO has laughter just before the band appear.
Maybe Sgt Pepper's trousers fell down when he bowed to the audience?

Because Paul likes random audience laughs and your reaction seem to be exactly what he was hoping for.
