I've read there might be multiples of low numbers so eg executives would have their own copies.
Or because the embossed number doesn't look quite perfect it might have been a quality control reject that eventually was sold.
I'm pretty sure I've heard one of the Beatles in-crowd confessed his no 9 has lots of plays and the cover was a bit shabby too.
