Have you extracted the ISO to check what files you have? Sorry. forgot to post the followup info. I extracted the ISO and was able to get the vob's that makemkv and handbrake couldn't access and created an mkv using mkvtoolnix. next up is creating a chapters file to add to the mkv so it is the same...
