As mentioned, one of the February 1963 reels that has been bootlegged does appear to be a delta mono reel. They had both options, that was the point. If the delta turned out to be fine, it saved them the hassle of mixing it from twin-track. Delta Mono, a mono recording made live during the session rather than mixed from twin-track. Was rarely used except for some singles to save time and effort. Try with a different tv, like by putting it on a usb stick and put that in the other tv. If it looks fine there too, it has to be the tv. If it looks just as rosacea faced it’s the file. Which I would reckon as less likely.
